where was that at?
The stem top cap bolt fits seat binders and you don't need it after the stem is clamped down, assuming the bike is part of the 21st century and sports an aheadset.
Rory: Hat Island. Over in your 'hood.
Jon: bad assumption. You should know me better than that. This miserable bike was rocking a threaded headset.
I did kind of figure that.
